Montgomery County’s first-ever comprehensive plan, passed earlier this year, outlines a list of desired land uses in the county, as well as what the residents would like to keep out. On that second list? Low-income housing.

Crawfordsville sits at the heart of the county’s housing debate, and city officials complain the market is oversaturated with subsidized and low-income units. But oversaturation is difficult to define.

Though the discussion about wind farms in Montgomery County doesn’t affect Crawfordsville directly, it’s connected to the ongoing talks about a comprehensive plan and zoning rules county leaders are considering. And those have been nothing if not contentious.

Residents in Montgomery County are concerned they’re being left in the dark when it comes to the future of their community. That was the main message during a meeting of the county’s Area Plan Commission Wednesday evening, which included a public hearing on a proposed zoning ordinance.

County commissioners say the zoning ordinance is needed because they’re being threatened with a lawsuit by a wind energy company. Commissioners argue they can’t address some residents’ concerns about wind turbines without a comprehensive plan and zoning in place.

Two days after the approval of Montgomery County’s first comprehensive plan for development, county commissioners released a draft zoning ordinance – under threat of a lawsuit. The proposed ordinance includes strict regulations for wind turbines, which have been the source of a contentious debate in the county.

Montgomery County finally has a comprehensive plan for economic development. Commissioners approved a proposed plan for implementation at their meeting Monday.

The document is a set of guidelines based on surveys and research of the community. Without such a plan, Indiana counties can’t enact zoning or planning. Residents have voiced concerns over the changes zoning might bring to the community. And even on the day it was passed, commissioners heard testimony for and against the plan.
